Title: Senior / Commercial Manager
The Opportunity
We are pleased to offer an exciting opportunity for a Senior Commercial Manager or Commercial Manager to join our Consulting Highways team on a permanent basis. The role will support our Devolved Accounts portfolio (Wales, Northern Ireland and Republic of Ireland), with a specific focus on the Republic of Ireland.
The position combines an important internal commercial leadership role with the opportunity to work directly in client‑facing commercial consultancy, supporting the delivery of consulting highways and infrastructure projects across the Republic of Ireland. This includes specialist infrastructure commissions and the delivery of commercial advisory support services for a key national transport client.
This role is suitable for either a Senior Commercial Manager or Commercial Manager (both levels are being considered) who is motivated to drive successful project outcomes in a collaborative consulting environment. You will play a key role in providing bidding assurance, ensuring commercial and contractual robustness, supporting compliance and governance, and securing best value for Clients. You will also contribute to effective supply chain management, lead compliant change management, and proactively identify, manage and resolve commercial risks and opportunities.
The role includes responsibility for internal commercial reporting, budget setting, CVR and financial controls, together with supporting the timely and appropriate resolution of commercial issues and disputes, working closely with Clients and a wide range of internal and external delivery teams.
In addition, you will work directly in support of a national transport authority on commercial consultancy commissions, including pre‑tender estimating, tender evaluation, and construction phase cost management, contributing to the successful delivery of significant transport infrastructure projects. This work will be undertaken across projects administered under both the Government Construction Contracts Committee (GCCC) suite of contracts (formally the Public Works Contracts) and NEC4.
Key Responsibilities include:
- Provide commercial leadership, assurance and professional challenge across consulting highways and infrastructure projects, supporting both internal delivery teams and external client commissions in the Republic of Ireland.
- Act as a trusted commercial adviser to Clients, providing independent commercial advice, assurance and support across the pre‑contract, tender and construction phases of infrastructure projects.
- Support and provide assurance to bidding activity, including review of commercial strategy, contractual positions, risk and opportunity exposure, and settlement in accordance with governance and delegated authorities.
- Provide contractual guidance, compliance support and training to delivery teams and Clients, promoting consistent, compliant and effective use of contract mechanisms.
- Contribute advisory input to the development, communication and implementation of project‑specific and framework‑level commercial strategies, ensuring alignment between bid assumptions, governance requirements and delivery realities.
- Lead or provide targeted support in the commercial management of change, including valuation, entitlement assessment, governance compliance and recovery of contractual position on higher value or higher risk matters.
- Support the management and recovery of commercial value, including oversight of valuation approaches, applications for payment, certification challenges, and dispute avoidance.
- Provide commercial assurance and governance oversight of supply chain arrangements, including contractual compliance, payment processes, change management and final account strategy, while working collaboratively with procurement and delivery teams.
- Support effective cost control, financial management and reporting, including CVR input, forecasting, budget and WIP challenge, and liaison with finance and operational teams to ensure accurate and timely reporting.
- Maintain oversight of commercial risk and opportunity exposure at project and business level, supporting the identification, monitoring and appropriate governance of commercial and financial risk.
- Contribute to the resolution of commercial issues and disputes, escalating and leading matters where thresholds, risk or complexity require senior commercial input.
- Build strong, professional relationships with Clients, delivery teams and stakeholders, representing the organisation as a credible, trusted commercial partner and supporting repeat work and long‑term client relationships.
- Promote continuous improvement in commercial processes, controls and capability, supporting consistent application of governance, best practice and learning across the business.
What you will bring to us:
- Hold a quantity surveying, commercial or related profession degree
- Hold or be working towards professional qualification
- Demonstrable experience in QS/Commercial roles within RoI
Skills
- Strong proficiency in Microsoft Office, particularly Excel, Word, PowerPoint
- Solid commercial and financial acumen
- Experience with GCCC/PWC and proficient in NEC3 / 4 forms of contract
- Adaptable and collaborative communication skills
Experience
- Proven background in commercial management or quantity surveying
- Demonstrable exposure to working within the Republic of Ireland contracting environment
- Working knowledge of the Republic of Ireland Construction Contracts Act 2013, including statutory payment provisions and adjudication
- Background on highway or infrastructure projects is advantageous but not essential
- Working knowledge of supply chain procurement, management and commercial accounting
- Strong capability in estimating, cost planning and evaluation, cost management, change control, and the identification and management of risk and opportunity
- Ability to manage Client and supplier contract review, negotiation and commercial resolution
- Ability to contribute, under appropriate supervision, to accurate cost planning, financial control, CVR reporting, budgeting and WiP management through effective liaison with finance and operational functions
